No, TallyDekho does not access or delete any data from Google drive. The permissions are asked as the TallyDekho file is created on Google Drive and every time your Tally data is modified, the latest data is updated on the drive that is why it asks for see, edit and delete data permissions. The access permission prompt is the default that is raised by Google Site.
